Bug Cannot place Hoppers

Alright, I'm a level 60 engineer, tested placing hoppers and droppers. The droppers I can place, however, the hoppers simply post a chat message informing me they're restricted to engineers. Given that I am one, this is... less than pleasant.

So... long story short, level 60 engineer, getting message when placing hoppers that they're restricted to engineers.
