Not a Bug Cannot make a chest shop

So we have opened up the Trade District a bit by extending the duration of shop rentals in order to promote the economy. I purchased my spot, designed it, and then went to place my first chest shop using the standard:

Line 1: blank (for name)
Line 2: quantity
Line 3: Buy:Sell Price
Line 4: Item ID

and it didn't work. Did the command get changed, or is there still some sort of restriction on who can make what?

We're using a different plugin, I believe the new command is /shopchest.
