Browser whitelister [Priority due to 1.0 i hope?]

Recently as you know, the server has been hitting 200 all the time. This resulted in 2-3 people today that whitelisted to be unable to be whitelisted because I could not get on and type /whitelist add [name]. This might be a problem IMO. @Kainzo could you look into it please?
