The bounty cool down timers have been broken for some time now. Can we get a fix?

I'm too poor to post a bounty can someone scrn shot the message it gives.

It just shows the CD of the last bounty, this was being looked into but a fix was not found yet.

@gabizou's code change is the cause, hes been trying to fix it, pretty sure its a logic issue of sorts.

During restarts we can remove the file, but it has to be done AT the time of the restart else it'll repopulate the file.
