Yes it does say that, because I share my account with my cousin and when he signed up over there he put his age which is 12. I am not lying i would put him on skype to show you him but I don't live with him

Well this is the issue when you share accounts, we do not know who is who and what is the truth. To err on the side of caution, I am denying this application for now, as I cannot prove you are the age required by our ToS and the law COPPA. Please feel free to play via the greylist.
