Black listing/banished???

Can a mayor/king banish black list people from a town city???

If by that you mean mark them for death on sight and not physically block people from reentering, then yes.
A mayor or king is well within his/her rights to ask any person in a town, whether or not a citizen, to leave. If the person refuses to leave, he may be killed. Generally, the banished person is allowed to remove their house materials and take them, if he owns a house in the city, but depending on the crime's worth in terms of value this right might be waived.

This player in question is a part of the kingdom i am in and he stole from a chest from my town. I will not tolerate that. So am i still within my rights to banish him?

That might be a little trickier. First up, see if you can come to a solution that doesn't involve banishing; it can get very messy. If you can't, talk to the King/Queen of your kingdom and they should be able to help out.

Honestly - talk to the leader of the kingdom - if no resolution is met - you do have the ability to kill on sight. However, with the plugins coming soon - you'll be able to blacklist names from areas so they cannot enter (not implemented yet)

So how will the blacklist plugin work kainzo. Will it be something like they wont be able to hit gate signs to get access or something else?

We've had similar blacklist areas on older maps (you can search the old "realms" plugin for details), but the long and short of it is that any players on the blacklist will not be able to physically cross borders set by the owner of the city/town/kingdom/whatever. Use of this ability will be regulated, of course; we wouldn't want you guys to have too easy a time keeping out the undesirables
