Bug Alchemist unable to place brew stands and cauldrons.

Alchemist unable to place brew stands, and cauldrons. I'm lvl 9 and it says it is restricted to Novice Alchemist. I have been having this problem for almost a week now. I cant make any potions because of this.

Edit: This is on PVE, I have not tried on PVP.

So I just hit lvl 10. apparently it is a skill not yet up in the Wiki. So this is not a bug, Sorry.
