Suggestion Additional Mod that I would like to be considered for this server

Minecraft already supports clickable links in chat -- depending on the formatting, you can click on the donation links Kainzo announces in game. It seems to prefer a discernible "http://www" and ".com", but works pretty well. Vanilla Minecraft supports text formatting, too -- bold, italics, underline, etc.

SpoutCraft handles the other functions this mod supports -- highlighting and line-wrapping, chiefly. Again, works pretty well. I definitely don't think HC needs a third party mod to do something the recommended client already does, haha.

Well, if Spoutcraft already does it, surely the mod should be allowed?

Ah, I'd misread something -- it's purely clientside, not a serverside plugin. In that case, maybe it'd be appropriate for it to be added to the list of approved mods.

I'd still recommend just using SpoutCraft though -- it ties everything on this server together really well.
