I disagree with the wording of the statement.

In cryptography a letter is any character that has meaning. As the 3 is not the number 3 but stands for the word or the spoken sound of "three" it is indeed a letter in this usage. However if it is meant as the non numeric character then that should be stated clearly. It is not, instead an example is given which creates the assumption that all that is wanted is the first character and the differentiation in the words used was simply done to avoid using character or letter twice in the same line. Which is common practice.
