    No. When the town is just chartered with out a region, it's still costing 400s per week to the town to stay as a charter. He doesn't like that.

    The towns have to pay money, not the town members. Town members here only pay taxes if they are required by the town.

    Do the alerts show up as new (red numbers by the alert tag) or are they just in the menu? They will eventually disappear.
