IDK the required amount of people per hamlet and upgrades, but using your original numbers (5, 20, 40, 80) 5c for a region requiring 5 people( I think ) then 20c for 10 ppl and son on and so forth. In your suggested change, a hamlet requireing 5 people costs more than a town...

    I mean to say that a roll back of blocks is given for an illegal grief, and it is essentially a refund of the blocks, so why not the same for an illegal theft.
