    Mayorship Transferability

    it's not a bug. right now mayorship must be transfered by an admin until we get Voting for mayors in place. I'm not sure if there are any checks right now for the multiple owners thing, but it will eventually force only 1 mayor at a time.

    this isn't a bug. since the list command is working properly. currently there's no way to check who's signed the charter, only to list available charters to sign, and remove your own name from a signed charter.
