    What about /hats for flags, i know that bastion had those battlegrounds that used blocks to show teams, could that be used to show pvp flagged players? Forgive my ignorance if that is impossible to do.

    An option All pve map, with the option for towns to war eachother (each town must agree to the war). That way its not a gankfest. Make it so only towns at war are the only ones that can be raided with tnt. I think this could solve the problem.

    Residences have to go as well. Townships should be the only source of item protection. Residences take away from townships in a big way.

    Not in any way suggesting a wipe right now. When a map wipe is warranted though, i feel that a look at whether or not keeping the server split is really the best option should be considered.

    The idea would be to have a no pvp flag and a pvp flag so they both exist on the same map. Not forcing everyone to pvp, but allowing a coexistance. I also feel that residences need to be removed, making townships the soul source of protection for items.
