The UN has no authority to grant land to any country. The UN's main function (and the only thing they do remotely useful) is to allow countries a forum to complain about other countries in. Occaisonally if the complaint is loud enough and against a non-veto country something happens. The only thing the UN does is allow countries to 'think' that the UN has power when they really don't. The UN is controlled by the security council and to think otherwise is foolish - anything the UN wants to do the security council can veto -- thus the power lies in the 5 veto countries.
