Does anyone do minutes while doing these kind of meeting? Like a person that keep tracks of what everything is discussed and then summarized it in a report? It would help us players who aren't present to attend the meeting and it would also help those who don't want to read the whole log.

The meeting is usually summarized in a forum post. Somebody arranges to do that ahead of time.

The actual meeting is recorded in TEXT form, then posted somewhere. Everything and everyone that says something will be logged for future archiving.
So you will always be able to catch up on the latest, should you miss the meeting.
