What EXACTLY are you trying to do?
Add them to the region or allow them to make houses?

That's because that's not the command you're looking for. That command allows them to build a housing region with /to create <name>. Use /to addmember <membername> while standing in the housing region. This goes for any sub-region within your super-region.
