This also affected Port itself. Wizards cannot port while in the Nether. Maybe intended?

Also, Port and Groupteleport's cool down went back to 10 from 5 minutes after patch 3.32

Intended, except for the cooldown reduction - I'm fixing it back to 5minutes now. Thanks for the report!
