You should view the rules at every chance you get. If you have a question regarding something you're trying to do in game, you could also /pe it to see if it might be legal.

It doesn't list any sort of punishment for breaking them, it just lists the rules. The punishment always depends on the situation, and always has.

Don't want to be punished? stop breaking the goddamn rules, it's literrally as simple as that.
