Bug Miner Excavate + Enchanted pickaxe

I'm not sure if it is intentional that these two don't stack, but Kainzo told me to bug report it.

Diamond Pickaxe: Unbr: 3 Eff: 4

Using excavate with this pick axe does not increase mining speed at all.
