Bug Lighter Use

Hello,
Every time I try to use a Flint & Steel, the fire gets placed down and goes away instantly. I checked my class skills, and I do have the "Lighter" ability (Which should allow me to use it.)
I have tried to use it both inside town terrain (which I had permission to ofc) and in the wilderness, and neither worked.
