Bug emeralds not dropping

It appears as if that when emeralds are mined, they do not always drop an emerald. Although they still give exp.

Peeweedog, they do drop, but sometimes it is as if they are launched out of a cannon. I have found "missing" emeralds up to 25 blocks away.
