Bug Didn't get perms for slums plot

I bought a slums plot, it says on the sign sold to Jpenguin, but when I went to build I had no perms. Was told to bug report this.

Occasional Bug with SRM

Players can fix this themselves by adding themselves to the region as if they were adding another player.
/srm addmember [Player] [RegionName]

Did the command, it said "Player Jpenguin has been added to this region" or something, and I tried building and still no perms, and when I try to do the command again, it doesn't have any message whatsoever and I can't build.

EDIT: Randomly got perms.
