I have a few (2) questions about the coding/coders in this server because i couldn't find the answer in the forums

What programs do the coders use to code for the plugin?
and
What is the format used in coding the skills?

You're probably better to research more at Heroes Bukkit's forum. This page isn't for teaching players to code.
