    Not sure if it's a great idea or not, but I suggest PvP kills giving a large amount of exp. This will provide another way to help level besides just the mindless mob grind, and hopefully provoke more PvP

If they run, sure you can keep backflipping to close the gap, but you'll only get off 1 or 2 autos if you're lucky before they're back on the run again.     Bug Telekinesis to open doors in town regions

    Placing dirt on top of the chest is not a fix. Maybe a prevention to getting chests looted, but not a fix. For example, if certain regions have pvp on and players run inside for protection and close the door behind them, just to have it opened by telekinesis and get killed, that is not a fix.
