Bug "You Can Only Protect Blocks Using LWC Inside of a Town!"

Error message repeated verbatim sans capitalization as the title.
Reported by one "lordprettyflack0" in game (whom I cannot find the current forum name of).

Hoping immensely that this is a bug, LWC's current config demands LWCs be created inside a town.
My thought is that since Kain added the ability to create LWCs usable by all town members, that thus those should be created inside the town.
Whatever change was made, it means one cannot place LWCs outside a town region *at all*.

If this is a bug, it's a rather bad oversight.
If this is not a bug, this is crazy (though that'd be for another thread/moving the thread).

Implementing a fix for this now, will be hotfixed without a restart (I hope)
