Wither and beacon questions

Just wondering;

Can I spawn a wither or has that been disabled?

Have wither skeletons been disabled or tweaked in any way?

Would beacons come under the grief rule?

Are there any other requirements for me to make/ use a beacon other than I have to be a runesmith level 1

Are there any other ways of obtaining a nether star other than killing the wither or finding a codex that uses that item (I think there's a codex that is a nether star?).

How rare would one be considered too?

You cannot spawn one yourself. They are sometimes spawned in events

Wither Skeletons still spawn in nether fortresses, they are not tweaked.
