Who can use Carrot on a stick?

Hey im new to the server and whilst adventuring around in the grayhaven or whateveritsnameis map i found a saddle and wen i tried to use the carrot on a stick it said there was class restrictions on it upon searching the wiki no where does it even mention the item.

So is pig riding possible on the server and if so what class?
