I am wanting to charter the town of Whiterun, but it says that it is allready a town. when i searched it on the forums, it said there was no town with the name of whiterun. So i talked to the admins and they said they do not know of any town by the name of whiterun or charter. So if i could get some help it would be greatly apreciated.
