What if we tallied the amount of votes we get in a week or any other allotted amount of time and if this amount met a quota then we would get a Dome Of Death. This is similar to what kainzo did before the Dome of Deaths when he said that we need like 200 or something votes to start. However this would get more votes because it would ensure people's votes over a longer period of time instead of just forcing them to vote once.
