Bug Villager breeding seems not to be working?

I have a villager breeder design that I'm sure works in normal minecraft, but the villagers don't seem to be breeding. I got them one time to show hearts, but they haven't done it since, or produced more villagers. Has anyone gotten breeding to work, or is there a problem with breeding perms?

Yea I've had this problem too, no babies. Villagers may need some Viagara, might be having some trouble getting it up.

I can see it now;

Patch 4.05: Villagers have been given Viagra and can now breed properly.

I have verified that villagers breed normally on Bastion map. If you are experiencing a breeding issue, it is outside of our control.
