Unable to Kick Members from Town

@Kainzo , I have the status of Owner in a town, and when I try to kick someone from the town I get the message "You may not kick a citizen of equal rank" when the citizen is actually the lowest rank in the town. I have also tried to demote him, but he is already the lowest rank so it did not work. I would assume this issue revolves around town permissions and how the ranks are counted, but I honestly am unsure.
