Unable to chat and can not shop ig.

I am unable to chat in public chat and I'm also unable to spend my souls in the shop, it tells me I do not have permission to do this. And chat says cannot send chat message. Is anyone able to help me?

I couldn't find it, I look for about 5 mins but couldn't find it. I'm probably just being stupid.
