Bug Trouble giving permissions

Hail Adventurers!

Having some trouble letting people break blocks in town.

Trying to add wildbill1083 a manager of Qeynos. Trying to add him to the entire town named Qeynos.

/town region add guest Qeynos wildbill1083

also attempted

/town region add manager Qeynos wildbill1083


No luck so far. His rank is currently set to manager.

I remember in previous maps the change was instantaneous.
