Trade District shop limits

I was told by @Thamerwaste that the limit on "big" shops was 2 and the limit on "small" or "hut" shops was 3. For a total of 5. I thought the total was 5 no matter what size it the shops rented are.

Just want to clarify this before I move forward.
Also can you post a link to the wiki or rules page that addresses this rule.
