Suggestion Townships

This isn't really a suggestion, more as a update request. I know when the map was first released with Towny it was said that Townships 4.0 (perhaps 5.0 I can't recall) was in coding and would make an appearance. Is this still the case? I personally would like to see it for I love the trade system and things like that, but I also see how that would hurt current towns. So I just would like a for-sure reply about it's progress or if it was abandoned.
