Bug Township region size bug

I have been told that the center of towns is four blocks, I have also been told it is 1 block. Providence's town region size apparently is somewhere in the middle of that.

The North end is 28 blocks long
The East end is 14 blocks long
The South end is 14 blocks long
The West end is 27 blocks long

So what happened to the blocks between the 2 ends that don't match up? Is it region ed at an angle or something?

And so... what ARE the towns supposed to be based on for the middle blocks?

And.... does this mean towns are square again?? Or are they still polygons?

@Jonsoon can you describe your issue ? are the regions not the proper size or not aligning?

Theyre not the proper size. We laid out a layer of cobblestone to mark the region and it was not coming out to be a circle. From what I was told, it was an incongruous shape
