Just a few general questions about townships,

1: Who do you pay to become an official township?
2: Are there any HG slots open? (4/7/11)
3: This is a specific case (and a longshot to boot)- Is there a way to transfer funds from person X who is inactive to Person Y who is active? (our mayor (possibly inactive)had all our funds

4: Do Herogates cost anything?
EDIT: I mean cost anything to GET one in a town, not to travel, sorry for any confusion
