Township Creation?

Can someone clearly explain EVERYTHING that is needed in order for a town to be created and maintained. I have read wiki and just need to know the sequence in which it all will happen and how taxes are collected from the mayor. Thanks!

Own your not-yet-ringed town or one with an inactive mayor and SIC?

Create a township application listing all of your members and town info.
run around and make friends and get them to join your town.
collect 7500c and a stack of iron blocks and keep them safe.
once you have 10 members put a PE in with your town name and center point.
then just wait.

Actually, its been upped to 7.5k since the beginning of having towns and has not dropped in price.

However taxes have gone from 300c to 250c. There were other tax cuts on the upper levels of township as well. The initial price never changed though.
