Bug Town upgrade failed

In summary:

• According to /town info, CobbleDumperTon is now a Town.
• The town regions have not extended past Hamlet size.
• Some items were not taken out of the town bank during the upgrade.

Requests:

• May we please have Town-sized regions centered on 444, 775 on PvE?
• Please let me know whether you will or won't be taking the extra items out of the bank.

What happened:

• I did /town upgrade, then thought "hang on, I'd better check the bank item balances", and then did /town cancel
• I recorded the relevant item balances in our spreadsheet
• I did /town upgrade, then /town confirm (I think), then got the error message that the town didn't have enough resources to upgrade (see image below).
• I started checking the balances again and noted that some item balances had decreased and a couple had stayed the same.
• I then thought to do /town info CobbleDumperTon and was told it was a Town!
• 15,000 souls and most items required for Town upgrade have been removed from the town bank.
• These items were not removed: 50 Emerald Blocks, 500 Glowstone, 10 Mana Shards, 10 Periodot, 10 Sapphire.
• I then checked the extent of the region and found that the region boundary had not moved!
