Bug Town Upgrade fail

Performed /town upgrade, then /town confirm. took 15,000s from bank and gave an exception error. No change in town borders for Groningen and still says Hamlet when leaving or entering at border.

ok, shows as a town rather than hamlet now but border is still set at 75 radius rather than 100
