Ok so I have an idea for a type of Tourny that involves towns.
Now It would need cooperation from most town mayors.
My idea of this tournament is it is mandatory and only happens once a month. Now the tournament is based off towns so what town mayors do is set up there own way for selecting the best PVP player in there town(preferably a tournament). Once all town representative pvpers are selected they will be put in a bracket (randomly). The selected player can not be the mayor but can be the SIC. Once set in a bracket the fights begin. (this idea can go many ways) for instance there can be a selected person for kingdoms/city's/towns/empires. Now the winner should get a flashy title and his town taxes could be reduced by half or something. Or be upgraded to for example a town gets bumped up to city but keeps the same tax. This could also be a way of war.... The winner will be the last person to fight in the next bracket kind of like king of the hill.

I reckon the town tourney should either be a 2v2 or 3v3 since it's a town-spirit concept. Representing different combinations of Combat and strategies - it should work out well.

A mayor should be able to join in however. I don't really see why not letting them participate.
Prizes for winning should give benefits to the town - like you said, a reduced tax amount.
And also, the brackets should work like having 16 towns participating - 2 towns take on each other, losing town is knocked out and is bumped down to 8, 4 and 2 towns consecutively. The Elimination Round, The Preliminary Round, The Semi-Final Round, The Consolation Match (choosing between 3rd & 4th) and the Grand Final Round.

Some suggestions you could keep in mind. Good Luck with this concept! :)

Well the reason mayors cant be in it is because they are choosing the representative.

I obviously don't have the power to lower taxes so I wouldn't be able to controll it. And it could be teams of towns like 6 people from a town but it's like a separate idea.

For prizes, I reckon they should be Town Related. For example, one of the prizes could be 5 Gold Discs or 32 Pumpkins. It just depends if someone actually has those. *coughcough @Leeness cough*

Mayor cooperation? With those prizes you will need staff cooperation. I don't see them giving away titles and tax cuts for a player run event.
Now to resolve the problem I just said (which everyone should do here) I suggest it be a money prize. Now where does this money come from?
Maybe random people with tons of coin can donate, maybe there could be a fee to enroll in the tournament.

Great idea. 50c fee - everyone can afford that. 16 towns - 800c in total.

towns should be able to host the tournament if they have a town arena. They probably wouldn't be able to enter that month but maybe they could get something in exchange for hosting...

Well the idea is (we've changed it a lil) it's gonna be 4 people from each town.now mayors can pick there people how ever they want I hope to make this Tourny in the zeal arena.
