Bug Town Regions Bug

@gabizou @Danda @Kainzo People who used to be on the old regions list still have regions to the new /town region even though it says they don't have regions. I don't know how to check who actually has regions or not in Volantis but it's annoying to see someone who was inactive come back on and is still able to break stuff while they aren't on the regions list. Please fix. I remember Danda said that you can check who really has regions with coal but idk how to do that.

Anyone with this issue compile a list of people who aren't listed on /town region list [town] and send them to me in a PM and I'll get around to removing them

/region info town says you don't have permission to use. Right clicking with coal doesn't show names of people. Also it's too hard to find out who is not supposed to have regions unless you actually see the person break the block. A way to fix it is to re-remove them from town regions, but without knowing who to re-remove it's kind of difficult.
