Bug Town Permissions Not Working

Server: High Sanctuary (PVE)

Problem:
Upon inviting members to town and granting them guest permissions (/town region add guest <region> <player>) in order for them to build, new members are unable to place blocks, break blocks, or open chests even though they are members of town and have the correct permissions. Permission to build is also not granted in the following scenarios: Member of town but no guest perms, and not a member of town with guest perms.
