Bug Town Harvester Has Disappeared

As the title states, the town harvester for my town (Black Mesa) seems to have disappeared. There is no longer any mention of him in chat, that he successfully collected items or failed in doing so. There is just no mention of him at all. By doing /town buyaddon harvester it states that the harvester is here by default. This problem has persisted for a long time (2+ weeks) and has prevented us from getting any deepvein coal, dung piles, or tearstone. However, if we cap a castle then we do successfully get the materials that the castle would produce.

Had them disband and recreate, unsure why it broke.
