For Some reason I tilled My land and the water did not work.My land was not getting wet.

A few problems:
1. The plugin makes it so you can't farm.
2. All/some intensive server activity was halted.
3. Wrong water placement.

To farm, till the land with a hoe. Water isn't needed, it only increases the speed of growth. After tilling, place seeds on the tilled land. Then, bam, you've got a farm.
