Tier 4 regions could they be considered outposts too towns and what flags are you allowed too use?

At the moment, the only flag is no-break. It cant be within 100R of a townshp unless the mayor okay's it

Mod+ can set it up.

i had a nice idea for healers-clerics you know how theres a healing flag maby they could make healing flags for like towns and stuff. that would be realy cool.

if i every get around to making a town, definitely gonna be a personal region where unknown guests will have to stay just a short distance out side
