Suggestion Tier 10: PVP-OFF Regions

I would love to see for a "tier 10" perk, e.g., the ability for contributors to create PVP-OFF regions with their personal region allotments (one, or all of them). The benefits of doing so would allow:

1) a safety perk in personal regions;
2) the ability to make off-haven merchant sites without the fear of being ganked;
3) open farming, livestock tending, etc;
4) other creative and innovative methods of PVP-OFF usage.

I totally love number 2 i would love to be able to have a pvp-free market at my place or even in other towns for that matter, might increase socializing between towns.
