Bug Throw axe vs players in regions

When using berserkers throw axe skill in my towns region I get a message saying "Internal error occurred while attempting to use this command". I have tried binding it to a weapon and the skill still does not work but message does not appear.

When using berserkers throw axe skill in my towns region I get a message saying "Internal error occurred while attempting to use this command". I have tried binding it to a weapon and the skill still does not work but message does not appear.

The exception is thrown on the command /skill, and since the use of a bind isn't a command you don't see the message.
It's likely still failing.

EDIT: Tried on Test, cannot reproduce.

either way I can not use throw axe on anyone in a regioned area. if it is bound to weapon macro or type it out, it just does not work
