Bug Tavern isn't Functioning

I am the co-owner of the town Lothair, and I recently built a Tavern for us, to help generate power. I have checked and it is a region. I have stocked it with the appropriate reagents and inputs, but nothing is being consumed. Likewise, no power is being generated. I can't figure it out. I built it about a week ago, and still no water bottles have been consumed.

I appreciate any help XD
