You can use strike but neither the effect of the bleed nor the damage from the strike works, it will say the target has been badly wounded, but does nothing.
With bash the only way it actually works is if your hitting your target and you spam it right after you hit your target so it won't work if you sit there and spam it, it will just say unavailable target or no target.
